Stephen A. Francis Named Chief Operating Officer
New Role Further Enhances Trumbull's Operational Capabilities as Market Activity Increases

Windsor, Conn., February 16, 2004 - Trumbull Services, L.L.C., a leading provider of business process outsourcing (BPO) and technology services to the property and casualty insurance industry, has announced that they have hired Stephen A. Francis as Senior Vice President and Chief Operating Officer. This new role strengthens Trumbull's management team during a period of significant growth. Francis assumed the responsibilities of this new role on January 19, 2004.

These solutions help Trumbull's clients cut costs, concentrate on their core capabilities, realize strategic business goals and take advantage of market opportunities. Mr. Francis comes to Trumbull from InsLogic in Columbia, South Carolina where he was Executive Vice President of Business Development and CIO. Prior to that, he was Vice President of Property and Casualty Development at Policy Management Services Corp. He has over 20 years of experience in the insurance industry and holds a bachelors degree in Business Management from the University of South Carolina.
